The Chief Development Officer (CDO) will serve as a key member of the executive leadership team responsible for overseeing enterprise-wide development strategy, capital growth initiatives, strategic partnerships, investment expansion, and large-scale project execution across the organization’s international portfolio.

This role requires a highly accomplished executive with deep expertise in global development strategy, infrastructure investment, institutional capital markets, strategic partnerships, real estate operations, and enterprise growth leadership.

Essential Duties and Responsibilities

Enterprise Development Strategy & Growth Leadership

• Develop and execute enterprise-wide development strategies aligned with long-term corporate expansion and global investment objectives.
• Identify and evaluate new development opportunities, international markets, and high-growth investment sectors.
• Lead strategic planning initiatives supporting large-scale commercial and infrastructure expansion programs.
• Establish scalable development frameworks supporting long-term portfolio growth and enterprise value creation.

Global Project Development & Execution

• Oversee end-to-end development lifecycle across major commercial, mixed-use, hospitality, industrial, and infrastructure projects.
• Lead feasibility analysis, project planning, investment evaluation, and execution oversight for large-scale developments.
• Ensure the successful delivery of high-value projects within financial, operational, and timeline objectives.
• Collaborate with executive operations and engineering teams to ensure execution excellence across international markets.

Institutional Capital & Investment Partnerships

• Build and manage relationships with institutional investors, sovereign wealth funds, private equity groups, and strategic financial partners.
• Lead capital development strategies supporting enterprise expansion and large-scale project financing initiatives.
• Negotiate investment structures, joint ventures, strategic alliances, and enterprise partnership agreements.
• Drive long-term investor engagement and institutional growth initiatives.

Strategic Expansion & Market Development

• Analyze market conditions, economic trends, and competitive landscapes to identify expansion opportunities.
• Lead geographic growth initiatives and international development programs across emerging global markets.
• Drive innovation strategies supporting smart infrastructure, sustainability initiatives, and technology-enabled development ecosystems.
• Collaborate with executive leadership to align growth strategies with long-term organizational objectives.

Financial Oversight & Portfolio Optimization

• Oversee financial performance and capital allocation strategies across the enterprise development portfolio.
• Ensure disciplined investment governance and return optimization across all development initiatives.
• Monitor portfolio performance, operational efficiency, and risk exposure across global projects.
• Partner with Finance and Investment teams on enterprise forecasting, funding strategies, and investment modeling.

Executive Leadership & Organizational Development

• Lead and mentor senior development executives, project leadership teams, and strategic growth divisions.
• Foster a high-performance culture focused on innovation, operational excellence, and enterprise scalability.
• Represent the organization in executive meetings, investor presentations, and international industry engagements.
• Support board-level strategic planning and long-term enterprise development initiatives.

Job Qualifications and Requirements

• Bachelor’s degree in Business Administration, Real Estate Development, Finance, Engineering, Urban Planning, or related field required.
• MBA or advanced executive leadership education strongly preferred.
• 18–25+ years of experience in real estate development, infrastructure investment, strategic growth leadership, or enterprise development executive roles.
• Proven track record leading large-scale global development initiatives and institutional investment programs.
• Strong expertise in capital markets, strategic partnerships, project financing, and international expansion strategies.
• Experience managing multi-billion-dollar project portfolios across international markets preferred.
• Deep understanding of development economics, investment analysis, and enterprise growth frameworks.
